In my opinion, the file location doesn't matter and doesn't change anything.
But if people just need this to stop fighting, then perfect.

nLoader is still very useful and legitimate for owners of TI-Nspire CX HW-W+, since the Ndless 4.5 installer is not the best one :

Although, some tools like Nover work better with a reboot-proof Ndless environment.

Well for me neither, people won't notice the difference, and it will basically mean the same thing: a CAS patcher is still available as a direct download through TI-Planet.
It's arguably worse, now: the file is hosted somewhere we have no control on.

Regading law things Lionel talked about, it might (or might not, I am not a lawyer) be a bit better to not have the file directly hosted here anymore, but the long-term solution is still to have a launcher without the CAS-enabling patches, then there's no problem regardless of the hosting location or moral/ethics.
