if pressing ctrl gives you a menu, press the number 2 on the keypad twice and see if that works.
reformatting will not help you most likely and may break your calculator even more.

no startup programs, presing ctrl doesn't do anything. sorry, i'm like a headless chicken right now trying to avoid bricking this calc even more.

from the way things are going, i'm SOL. time for a new CX.
BTW, what Hardware REV Model is this NEW Nspire: 2669026806 P-0217AB

send a picture of the back if you can. Are you interested in selling your current one then?

EDIT: WAIT that timecode is from Feb 2017, it is likely a new model that has not been tested yet, if you are interested in buying that calculator ndless games will likely be slow on it (if they work at all, who knows what goodies TI changed this time)
ControlX will DEFINITELY not work on it

Once again, your calculator is not bricked.
If it's at the endless spinning clock, it's that your Boot1+Boot2 are working.

The problem is you seem to be skipping several of my posts here.

The :nsct: key won't work until you set ControlX as the boot image, as explained some posts ago.
Until you fix this, you have to use :nses: :nsme: :nsmo: while performing a reset to launch ControlX manually.

a bunch of instructions for installing nlaunch cx say to check if the last letter of the date code is A-I

They might even be CR7, introducing more fun goodies that we will have to deal with.

:nses: :nsme: :nsmo: doesn't work anymore for some strange reason, it just boots normally instead...

If the calculator is booting, then :nses: :nsme: :nsmo: should work.
Unless you've erased the Diags partition by going on trying many random things...

Just retry - it's likely that you didn't do it properly :
  • press and hold all of and only the 3 keys :nses: :nsme: :nsmo:
  • without releasing any of those keys, press and release the reset button

If you still can't do it, the other way to fix the endless clock is to remove the battery (and the USB too) for some seconds.

Did you try to remove both battery and USB, as mentioned in my last post ?

This is the only other way to clear the SRAM and thus get rid of the endless clock if you've erased the Diags partition.

Then with a working OS, you'll be able to restart the whole process step by step and without any initiative.
If you have a problem with a step, ask for help and wait.
