The HP Prime has a 400 MHz ARM processor and 256 MB of flash memory.
The TI-Nspire CX maximum CPU frequency is around 230 MHz and the calculator only has 128 MB of Flash, some of which is used by the OS.
Considering that the TI-Nspire CX can't even emulate a 16.8 MHz console (Game Boy Advance) at full speed without frame skipping, I wish anyone good luck making an HP Prime emulator for the TI-Nspire CX that can run fast enough to be useable at all.
