I already have the TI nspire cx with delet the 2 boot done, I have usb / ttl programs the image of the boot 2 3.1 ready, and port configured,
I have a question:
do, 2 + doc + enter + resert, and immediate shipping to boot image 2 (os3.1) or have to wait for something to appear on screen writing
after doing this, if run successfully, I get this boot or can upgrade to a newer boot 2, if so I have to first pass through a boot before you get there 3.2.3.1223

You currently run Boot2 3.1.0.16, and it apparently asks you for an OS - if I did understand what you've posted.
So this is perfect: you can install one of the available Nlaunchy packs.

not restart the calculator asks the installer OS, which I start the computer link and you first install the file and then nlaunch nlanch tco.?

You don't need to have a working OS in order to install Nlaunch 
Just send the files from the pack as described, and then finally 'nlaunch.tco'
