The phoenix.tns file is moved to a secure place so you can't delete it by mistake. This file is actually the OS, so you can't boot without it.
If you really need to get it back, follow the OS update nstructions, the current one will be moved back to phoenix.old.tns .

How would one who is interested in finding this address list and make the patch go around doing that?

I have already described in detail how I'd tackle the problem of finding the address (which is not in direct 0x900A0028/0x900A002C form, you have to look for offsets from 0x900A0000) once you have decrypted the OS (or can execute it on nspire_emu, which requires a boot1 dump, for a CX, which in turn requires using polydumper under Ndless) - hopefully it could work :)
And the source code of nLaunchy looked pretty clear to me when I contributed to it: few source code files, highly descriptive function names.

For obvious reasons, the decryption keys are not provided with the decrypter... but look very carefully at the source code of the decrypter program.

Yes, I know that. Can I make it so that the file isn't moved/deleted so I don't need to reflash every reboot? Or does it automatically move the files back now? (Just new with the nSpire, so excuse my ignorance)

When you use Nlaunchy as a dual boot launcher, you may have many OSes on your calc (named as you want).
When you want to use one, just have to rename it "phoenix" and press "reset".

The OS previously used will be copied back to the nlaunch folder and named "phoenix.old"... which you can then rename as you like.

For what it's worth I can confirm that, despite what the README.TXT file says, 3.6 CAS does not work on non-CAS NspireCX, even with Nlaunch. It would be interesting from someone who has this (3.6 CAS) working for them.... maybe a different hardware version? Mine is a "B" and it does not work.

Nope, probably some silly protection that reduces to a single branch in the OS's code. Nobody published the result of the search process.
