Put the *.skn and .*map files on C:\Program Files\TiEmu\share\tiemu\skins
Put the ROM on C:\Program Files\TiEmu\share\tiemu\Roms

PD: I think Tiemu be improved with small changes on source code, some of which is to improve the interface skins, please read the next post
