The "part" function has not been documented for many years !
It can still be found on english TI89 titanium manuals (but not on french ones !) or earlier on TI92 manuals.

Re: missing catalog instruction TI-NspireCX CAS (2016)
I perfectly know this function "part" (having been using it for almost 20 years...) but I think that this "omission" was done on purpose by TI.
In fact, one could clearly wonder whether TI really bother about programmers :
- In 1996, the user manual for the TI92 contained more than a 100 pages about programmation and explained many things with many examples.
- In 2005, the user manual of TI89 Titanium has only few pages about programming... and almost no example at all. The "reference guide" tells to look at the "programming manual" on CD to find more information... but this "programming manual" can't be found anywhere on the Internet.
- In 2016, the introduction manual ("Getting started") for Nspire CX CAS does not even mention programming... and the "reference guide" tells how to use every function... except a few ones dedicated to programmation, including "part" !
