English: problems using emulators

I have a rare situation, which only occurs on 1 PC. On my other device the software functions normally.
Where?
When I use the emulator TI 84 CE (version 5.4) I get the same annoying thing as I use the TI 84 CE-T (version 5.6).
Problem?
When in (for example) the formula screen pressing ARROW up and down ... and then the cursor jumps the list.
Sometimes 2x sometimes 6x ... Even after reinstalling (clean start - all apps gone - all reinstalled = same problem)

AMD 3700X
16 Gb RAM
GTX 960
