Where I can download ndless SDK for Windows

Only available for Linux, but can work on Windows if you install cygwin for example.

Or, if you are using Windows 10, you can use the ubuntu shell available

Assuming WSL's incompatibilities with proper Linux don't get in the way, yes. WSL2's compatibility shall be better.
